PROBLEM TO BE SOLVED: To provide a method for realizing an activated incombustible material board having a double-layered structure thereby exhibiting a good effect for environmental protection and sufficient fire-resistance as well as sound proofing properties. SOLUTION: An expanded plastic plate material is impregnated with a cement-based emulsion utilizing a repulsive force of a foam 3, and subsequently a part of the cement-based emulsion contained in cells of the expanded plastic plate material is squeezed by applying a low pressurizing force. Then, charcoal/ plastic film layer 5 is formed so as to cover the surface and the back surface of the expanded plastic plate material to give an incombustible material board effective for environmental protection.
