PROBLEM TO BE SOLVED: To provide a defoaming and degasing device using dispersion disks and capable of enhancing the defoaming rate by enlarging the contact area of a treating liquid with a vacuum without making the device into large size as a whole. SOLUTION: In this device, the dispersion disks S (S1, S2) are supported to be rotated around a vertical rotating shaft 1 in a vacuum chamber C, the treating liquid supplied onto the disks S (S1, S2) rotating at high speed is dispersed by the action of centrifugal force and bubbles, or the like, in the liquid are defoamed and degased. The treating liquid is distributed and supplied to each of dispersion disks S (S1, S2) disposed to form multiple stages.
