PROBLEM TO BE SOLVED: To reduce a maintenance burden of a device by restraining abrasion of a cutting blade and to improve cutting quality of a web by restraining deterioration of cutting performance. SOLUTION: This device cuts a web provided on a travelling route of the web and travelling on it along a travelling direction. In this case, it is furnished with a rotary cutting blade 9 to cut the web, a rotary receiver blade 10 arranged on the opposite side of the web facing against the cutting blade 9, an actuator 14 to drive the cutting blade 9 in a direction to be separated from and to approach an inside surface 10c of the receiver blade 10 and a stopper 33 to set a limit at which the cutting blade 9 approaches the inside surface 10c of the receiver blade 10.
