PURPOSE: An apparatus for measuring rotated physical quantity is provided to measure a torque and an inertia moment by providing a timer and an inertia moment calculation circuit at a torque measuring device using a constant rotation rigidity. CONSTITUTION: An apparatus for measuring rotated physical quantity includes a rotational shaft(1b) repetitiously swinging at a constant angle and having a constant rotation rigidity, a timer(4) measuring the rotation period of the rotational shaft, an inertia moment calculation unit(5) calculating an inertia moment using the rotation period and the rotation rigidity, a torque calculating unit calculating the torque using the rotation rigidity and rotary angle of the rotational shaft, and a display unit(6) displaying the calculated inertia and torque.
