PURPOSE: The titled polyvinyl chloride having low thermal shrinkage rate and excellent physical properties by adding chlorinated polyvinyl chloride, a heat stabilizer and a lubricant in a suitable amount to polyvinyl chloride resin and melt spinning is provided, which has flame retardancy and can be used for raw threads for curtain fabric, a carpet, a high quality toy or an artificial wig. CONSTITUTION: The process comprises adding 20 to 50 parts by weight of chlorinated polyvinyl chloride, 2 to 5 parts by weight of a heat stabilizer and 1 to 4 parts by weight of a lubricant to 100 parts by weight of polyvinyl chloride resin; spinning the mixture using a spinning machine equipped with a dry or wet heating apparatus and maintaining at 100 to 250 deg.C; drawing the wound fibers at 50 to 100 deg.C, heat treating at 120 to 180 deg.C or drawing in hot water at 85 to 100 deg.C, drying at 95 to 130 deg.C and heat treating at 100 to 140 deg.C. The heat stabilizer is selected from the group consisting of an organic tin compound, mixtures thereof, barium/cadmium, barium/zinc, calcium/zinc, lead and nonmetal based heat stabilizer.
