PROBLEM TO BE SOLVED: To obtain an aggregate having a high fixing strength used by mixing thereof in a solidifying material and capable of fixing a surface material through a resin to the surface of a core material. SOLUTION: A surface material 4 is fixed through a resin 3 on a core material 2 so as to cover the periphery. For example, a rubber chip is used as the core material 2 and a urethane resin is used as the resin 3. For example, a silica sand powder is used as the surface material 4. The size of the rubber chip is preferably 0.5-2 cm. The silica sand powder is not completely embedded in the resin 3 and is made to adhere uniformly as a single layer. An aggregate 1 can be, for example, mixed in an asphalt mixture to carry out paving. As another example, a surface material of a large size can initially be made to adhere and the resin can subsequently be reapplied. A surface material of a smaller size than that of the surface material of the large size 4 can finally be made to adhere. Since many surface materials are fixed on the periphery of the aggregate 1, the physical fixing strength to a solidifying material is improved and the separation from the solidifying material and the cracking are slightly caused.
