PURPOSE: Provided are blocks comprising an upper elastic layer and a lower supporting layer by using waste tire rubber chips. Accordingly, the resultant blocks with durability, stability and elasticity are used for construction materials, especially bottom materials. CONSTITUTION: The blocks comprise an upper elastic layer(11) composed of 100pts.wt. of pellet-shaped rubber chips(2-3mm), 3-10pts.wt. of polyurethane binder, 0.5-5pts.wt. of pigment, and a lower supporting layer(12) composed of 100pts.wt. of sand, 5-20pts.wt. of rubber chips(1-3mm) and 10-15pts.wt. of polyurethane binder. The blocks are manufactured by pouring the lower supporting materials into a mold, layering the upper elastic materials, and forming.
