PROBLEM TO BE SOLVED: To finely pulverize charcoal to be used for a mixture of cellulose and charcoal in an explosion-proof state and at a low cost without installing a complicated device and a special installation. SOLUTION: First, 30-95 wt.% cellulose material and 70-5 wt.% charcoal are charged into a grinding/blending mixer 1 to be ground and mixed. Further, the charcoal is ground in the presence of the cellulose material, which in turn, is dried by heat generated during grinding. Further, the charcoal is finely ground in an explosion-proof state and the fine powder and grains of the charcoal are made to fixedly stick to the surface of the cellulose material to obtain the mixture of cellulose and the charcoal.
