PROBLEM TO BE SOLVED: To improve machining accuracy of a machining surface while shortening machining time by measuring the machining time after a shaft movement of an electrode or a work reaches a prescribed command value, and judging prescribed time passed time as the finish of machining. SOLUTION: When a shaft movement of a main spindle 15 reaches a command value, a shaft feed control part 33 starts servo control likely to escape, and starts time control by starting a timer 37. Next, when an interpolar discharge pulse is not detected by an interpolar state detecting part 31, it is judged that electric discharge machining is completely finished. The time control by the timer 37 is performed while detecting the interpolar discharge pulse by the interpolar state detecting part 31. That is, the shaft feed control part 33 monitors time from the time control started time on the basis of information from the timer 37, and when prescribed machining time passes, the finish of machining is judged even if an electric discharge machining process is not completely finished.
