PURPOSE: A charger is provided to be capable of always charging a cellular phone and a charger using the sun's ray and a solar heat. CONSTITUTION: A charger comprises a power generating part(10), a power adjusting part(20) and an over charge preventing part(30). The solar cell converts solor energy from sun into electrical energy, and the peltier device converts radiated heat energy into electrical energy. A power adjusting part(20) rectifies the power from the power generating part(10) into a DC power so as to have a predetermined power range. An over charge preventing part(30) applies an output power from the power adjusting part(20) into a battery(8), and compares the charging voltage sensed from the battery(8) with the reference voltage to prevent the battery from being over charged.
