PROBLEM TO BE SOLVED: To obtain a method which controls the discharging operation and the charging operation of a plurality of secondary batteries and in which the batteries can be charged in a short time and with good efficiency. SOLUTION: When a discharging operation is started, a plurality of secondary batteries are parallel-discharged without fail (Step 11). Consequently, all of the plurality of secondary batteries at the start of a charging operation have free capacities. By the free capacities, the parallel charging operation of the plurality of secondary batteries is realized without fail. As a result, the plurality of secondary batteries can he charged in a short time and with good efficiency.
