PROBLEM TO BE SOLVED: To provide a paper cutter which suppresses the occurrence of the film peeling of an emulsion layer. SOLUTION: A moving blade 32 is arranged while intersecting a stationary blade 31. A color paper 26 is cut by lifting the moving blade 32 by a shift mechanism 42. In such a case, the moving blade 32 is arranged on a side where the front end 26a of the cut color paper 26 exists and the emulsion layer 50 side of the color paper 26. The stationary blade 31 is arranged on the side where the rear end 26b of the cut color paper 26 exists and the supportor 51 side of the color paper 26. At the time of cutting, the emulsion layer 50 is pressed by the flank 32b of the moving blade 32 to form a build-up 52 on the emulsion layer 50 side of the cut end face 26a of the color paper 26. Since the build-up 52 is transported abutting on the turn guide in a development processing stage, the occurrence of the film peeling of the emulsion layer 50 is suppressed.
