PROBLEM TO BE SOLVED: To prevent the generation of any malfunction due to hot line insertion or extraction of a package. SOLUTION: When a control request signal (a) is inputted from a package to be controlled, the control request (a) is transmitted through an OR circuit 3 constituted of a logical sum circuit 11 to an initial stage FF12 of a differentiation circuit 4 where the control request (a) is retiming-processed. The output waveform of the FF12 is retiming-processed again by the next stage FF13. The logical sum 14 of the output signal of the FF12 and that of the FF13 are calculated, and a pulse signal having one clock width is outputted from the differentiation circuit 4. This pulse signal is inputted to an ACT signal transmission delay circuit 5, and a counter 15 for deciding a timing for transmitting an ACT signal (c) is reset. The counter 15 is reset, and the output signal of the counter 15 is outputted after the lapse of a fixed time. The output signal of the counter 5 is retiming-processed by an FF16, and inputted to an ACT signal generating circuit 6, and an ACT signal c is finally outputted from a control side package 1.
