PROBLEM TO BE SOLVED: To enable measuring in a relatively wide range with an easy operation. SOLUTION: This device comprises a wire encoder 12 measuring a drawing- length of a wire 13, an angle measuring arm 16 guiding the wire 13 to rotate in a drawing direction, a rotary encoder 17 detecting a rotation angle of the angle measuring arm 16 as a drawing angle of the wire 13, and a controller 18 including an operation part computing a measuring position of the wire 13 based on the drawing length and drawing angle.
