PROBLEM TO BE SOLVED: To accurately generate OAM cells in a predetermined timing and to transfer the cells by outputting received OAM cells fed to a plurality of input ports other than a prescribed input port to a prescribed output port together with the port number, reading the output OAM cells corresponding to the received OAM cells from a memory section within a predetermined time and outputting the read output OAM cells to the prescribed input port. SOLUTION: An OAM cell processing block 5 receives OAM cells, an SOC signal denoting a head cell of the OAM cells and a faulty port number from a switch block 4. Furthermore, an OAM cell processing block 5 receives a 19 MHz clock signal synchronously with the OAM cell signal from a clock signal generating circuit and a port fault signal S9 from a physical interface block 2. The OAM processing block 5 applies predetermined processing to the received OAM cells synchronously with the clock signal and then outputs the processed OAM cells S8 to a prescribed input port of the switch block 4.
