PROBLEM TO BE SOLVED: To easily collect pictures in the periphery of an interesting spot by a monitor. SOLUTION: In a console device connected through a network with plural cameras and plural monitors, monitor layout 1810 in which the arrangement of the monitors is simulated according to the arrangement of monitor icons is displayed, and when any monitor icon is double clicked by a user, the pictures of the camera for displaying a picture on the monitor corresponding to the double clicked monitor icon and the plural cameras arranged in the periphery decided according to a preliminarily stored list are displayed on each monitor.
