The device is formed by two jaws (7, 8) in the form of arc segments, rotating within the machine frame. The material (14) is driven between the jaws. One (8) of the jaws carries curved cutter and the other (7) acts as stop and carries needle, which passes through cut-out section of material and retains it. An element detach the cut-out section from the needle.
