PROBLEM TO BE SOLVED: To provide a terminal for television conference suitable for a user who has a difficulty in hearing and speaking. SOLUTION: A user who has a difficulty in hearing and speaking sets a call selecting part 30 by depressing a button 26 of a remote control device 25 for informing the user of call incoming with the lighting of a lamp 20, and selects a QCIF picture encoding/decoding part 14Q of a picture data control part 14, and stops the operation of a video data converting circuit part 16. At the time incoming a call, the user who is handicapped with his or her ears or language is informed of the call incoming with the lighting of the lamp 20, and at the same time, a name of a caller and a telephone number of the caller are displayed on a monitor 22 with character information. The picture is QCIF picture-encoded by the QCIF picture encoding/decoding part 14Q so that a television conference can be realized with the fast and detail pictures suitable for the sign language of the user who has a difficulty in hearing and speaking. |
