PROBLEM TO BE SOLVED: To prevent congestion resulting from a deficient communication bandwidth from taking place by changing an assigned bandwidth to a transmission node into a new bandwidth designated by a message, transmitting a control message to inform the transmission node about the new bandwidth to the transmission node and transmitting data according to the newly assigned bandwidth. SOLUTION: On the occurrence of a new communication request node in a network or a band reservation request for RT communication, a band management server 105 of a network side assigns a new communication bandwidth and informs a router node 103 of the new communication bandwidth. The router node 103 to which the new communication bandwidth is assigned compares a communication bandwidth of an A network side with a communication bandwidth of a B network side. If the communication bandwidth of the B network side is broader than the communication bandwidth of the A network side, the router node conducts nothing, but if the communication bandwidth of the B network side is narrower than the communication bandwidth of the A network side, the router node requests the band management server to change the communication bandwidth of a transmission node.
