PROBLEM TO BE SOLVED: To maintain a satisfactory transfer performance and discharging performance by reduced power consumption, even after soiling is heaped at the end parts of a transfer device and a discharging device, when a device is used for a long term from the start of use. SOLUTION: A discharge tip 20 is divided into a center part 20b and both end parts 20a and 20c. A transfer power source 30b to apply voltage to a discharge tip 20b and a transfer power source 30a to apply the voltage to the discharge tips 20a and 20c of both end parts are separately provided, and the voltage of the power source 30a is set higher than that of the power source 30b. At the initial point of time of starting to use the device, when a discharging amount is set higher than the absolute minimum of the discharging amount to obtain a proper transfer property and a proper discharging property at either part of the discharging tip, it is set to be higher than the absolute minimum of the discharging amount over the entire area of the discharging tip, even after the device is used for the long term, so that a satisfactory transfer property and an discharging property are ensured.
