PROBLEM TO BE SOLVED: To change the environment for every user without executing a log-in processing and previously registering the personal information for every user. SOLUTION: The access environment changing device is provided with a personal identification(ID) means 22a for giving inherent ID information to a user's operation terminal and identifying an accessing user from the ID information, a personal information storing means 22b for extracting information to be a personal information element from contents inputted by the user identified by the means 22a and storing the extracted information as the personal information element of each user and a personal environment providing means 22d for acquiring personal information concerned with the user identified by the means 22a from personal information stored by the means 22b and providing an environment for every accessing user on the basis of the acquired personal information.
