PROBLEM TO BE SOLVED: To improve contrast by controlling light emission caused by unwanted discharge at the time of applying a priming pulse precedent to a write period and an erase pulse after a sustained period by using at least a two or more stepped pulse waveform as a pulse voltage to be applied to a discharge cell. SOLUTION: A rise of an initialization pulse, a fall of a write pulse, and a fall of an erase pulse are varied in two steps, respectively. By using a stepped waveform for an initialization pulse and an erase pulse, it is possible to control unwanted light emission at the time of initialization and erase discharge, and to improve contrast dramatically. This is because discharge is weakened by using a stepped waveform for an initialization pulse and an erase pulse; the electric charges are decreased in the moving amount by discharge and a wall voltage after an initialization period is lowered; and thereby an effective voltage in the discharge cell is lowered when the write pulse is applied, and thus a discharge delay time is increased.
