PROBLEM TO BE SOLVED: To efficiently manage a large amount of element data and improve the efficiency of registering and retrieving processing by dividing a drawing into plural meshes and dynamically repeating the division of a mesh at need with respect to each mesh. SOLUTION: An original drawing before dividing is assumed to be mesh level 0 and a mesh after repeating n-times of division is assumed to be mesh level (n). A of the mesh level 1 obtained by dividing a drawing 20 of the mesh level 0 in four is furthermore divided in four to be of a mesh level 2, and C of the mesh level 2 is divided to be of a mesh level 3. A mesh of the mesh level 2 becomes AD in the fourth quadrant of the mesh level 1 obtained by dividing the first quadrant A of the mesh level 0. A mesh 22 of the mesh level 3 becomes ACD in the fourth quadrant of the mesh level 2 obtained by dividing the first quadrant A of the mesh level 1. An element can be stored in a file by using the name of a mesh as a part of a file name.
