PROBLEM TO BE SOLVED: To provide an image processing device and an image forming device capable of effectively preventing tailing and offsetting by eliminating the adverse effect of a bias applied between a rotating body on the image carrier surface side and a contact member. SOLUTION: This image processing device has a pair of rotating bodies 12, 13 for forming a nip N for catching and carrying an image carrier P whereon an image is formed by a developer T having an electrostatic polarity, and contact members 22a, 22b abutting on the image carrier P caught and carried by the nip N, and is used for processing the developer image T on the image carrier with the nip N. In this case, a potential Vr of the rotating body 12 on the image carrier surface side out of the pair of the rotating bodies and a potential Vs of the contact members, and a potential Vp of the rotating body 13 on the opposite surface side and the potential Vr of the rotating body 12 on the image carrier surface side have a potential difference V1 equal to Vs-Vr and a potential difference V2 equal to Vp-Vr, respectively, and both the potential differences V1, V2 generate a current for producing electric force in a direction attracting the developer T to the surface of the image carrier in the image carrier P.
