PROBLEM TO BE SOLVED: To make block data for the decoded data coincide with block data on a memory by providing a protective window therefor when a block top decode for the decode data is performed erroneously. SOLUTION: The protective window performing a generation and protection of block top timing of an erroneously generated block top decode result is generated by a protective window generation circuit 10. The protective window is set in an open state before generating a transfer control signal to be in a search state for the block top decode result. A block top decision circuit 11 decides the timing as block top timing when the block top decode result is obtained in a protective window open state. The window generation circuit 10 closes the protective window according to the block top timing, and opens the window when a prescribed count value becomes an open sector setting value or above to search again the block top decode result.
