PROBLEM TO BE SOLVED: To obtain an excellent image by suppressing developer in the midst of a developing process from remaining on the surface of an electrostatic latent image carrier by stopping the application of vibration bias voltage after making the frequency of vibration bias voltage higher than normal frequency when the application of the vibration bias voltage is stopped. SOLUTION: An electric field E whose direction is periodically changed is generated by the vibration bias voltage applied to a developer carrier 02 between the electrostatic latent image carrier 01 and a developer carrier 02, and the developer 03 is energized in the direction by the electric field E, and reciprocatively flies and is moved. Then, when the application of the vibration bias voltage is stopped, the frequency of the vibration bias voltage is made higher than the normal frequency. A developer quantity stuck on the image carrier at the time of oscillating and stopping the vibration bias voltage is set to be roughly in parallel with the absolute value of the developer obtained by mixing that having the various kinds of electrifying quantities, so that the developer quantity remaining on the image carrier is suppressed so as to be extremely reduced by changing the frequency so as to be high at the time of oscillating and stopping.
