PROBLEM TO BE SOLVED: To improve the unevenness in brushing particularly when a photopolymer plate using a photopolymerizable layer as a photosensitive layer is brushed by uniformizing the flocking density of a woolly material for brushing. SOLUTION: A slender belt 166 with a woolly material 170 inwoven in a fabric 168 is wound around a roller 164 as a core material to obtain a brushing roller 126(142) applied to a pre-washing part and a developing part. Since the woolly material 170 is tightly and uniformly arranged over the peripheral surface of the roller 164, the brushing roller 126(142) is adaptable even to a photopolymer plate 102 using a photopolymerizable layer as a photosensitive layer and requiring hard rubbing and does not cause unevenness in brushing.
