PROBLEM TO BE SOLVED: To store the contents of a car inspection certificate into a non-contact card and to manage these contents. SOLUTION: This device is composed of a communication means for communicating a car managing card C, which is composed of the non-contact card loaded on a car, with no contact and a managing means 1 for reading the car information of prescribed contents described on the car inspection certification such as the registration number of the car recorded in the memory of the car managing card C or prescribed driving information such as speed of that car, managing the car on the basis of that read car information or driving information and further recording new car information in that memory.
