PROBLEM TO BE SOLVED: To supply a current which has a waveform having little distortion. SOLUTION: A bypass diode 13 is connected between the high potential terminal of an input power supply 1 and the cathode terminal of a step-up diode 2d. With this constitution, when the voltage of the input power supply 1 is higher than the voltage of a system 7, the input power supply 1 and a smoothing capacitor 2a can be connected directly to an intermediate stage capacitor 3 without through a DC reactor 2b.
