PROBLEM TO BE SOLVED: To raise the safety of a reactor heat utilization system and heat utilization efficiency. SOLUTION: A reactor 11 for heating cooling water and sending it out, a turbine 12 rotated by cooling water, a compressor 21 driven by the turbine 12 for compressing loop circulation water, a heat utilization side heat exchanger 22 for exchanging heat between utility water for finally utilizing the reactor 11 heat and loop circulation water and a reactor side heat exchanger 14 whereto cooling water from the turbine 12 and loop circulation water from the compressor 12 or the heat utilization side heat exchanger 22 are supplied and heat in them is exchanged when the utility water is heated by the heat of the reactor 11 and the heat of cooling water and loop circulation water is discharged when the utility water cooled by the heat of the reactor 11 are provided to raise the safety of the reactor heat utilization system and heat utilization efficiency and to lower the cost.
