PROBLEM TO BE SOLVED: To make information open and to make usable more information in common at more places by disconnecting a video display device and a picture editing device from each other and displaying information on multiple video display devices. SOLUTION: The picture editing device and video display device are connected by, for example, wire and the video display device is provided with a switch for switching the picture editing device, thereby selecting the picture editing device where a display is made. The picture editing device comprises a man-machine part, a picture editing part, an information update part, and a video conversion part, and a picture is displayed by analyzing a request from an information input device by the man-machine part and requesting the picture editing part to edit the picture. The editing part receives this request, and a master picture editing part as the reception source of man-machine editing decides which of a master picture and a CH picture is requested and makes a request to edit respective pictures. Man-machine operation is actualized on the master picture of the picture editing device and the picture is displayed on the video display device to synchronize operation contents with video, obtaining a conventional man-machine interface.
