PROBLEM TO BE SOLVED: To distinguish particles from bubbles and to count number of the particles by irradiating liquid flowing in a flow cell with a laser beam, and analyzing a spectrum of a generated fluorescence. SOLUTION: A liquid containing particles and bubbles to be measured in allowed to flow in a flow cell 2 disposed on the way of piping 1. A detector 3 arranged at a side upstream of the cell 2 irradiates the liquid flowing in the cell 2 with a detecting light, and detects the particles and the bubbles in the liquid by a light scattering method. A laser beam irradiating and spectrum analyzer 4 arranged at a side downstream the cell 2 has a laser irradiating unit 5, a laser receiver 6, a spectrum analyzer 7 and a counting unit 8. The liquid in the cell 2 is irradiated with a laser beam to generate a fluorescence or a scattered light. The spectrum of the fluorescence or the scattered light is analyzed, the particle or the bubble is distinguished. In the case of the particles, the number of the particles is counted by the unit 8.
