PROBLEM TO BE SOLVED: To prevent contents from illegally being copied by a content transfer and control unit by providing a step wherein contents received from the content transfer and control unit are deciphered by a 1st ciphering system through a content transfer and storage device and the reception of the contents is reported to the content transfer and control unit. SOLUTION: The ciphered contents are transmitted to the content transfer and control unit (S2). Then the content transfer and control unit receives and temporarily stores the contents (S3), transfers the contents to the transmission destination set in the header of the contents (S4), and transfers a transfer result to a content distribution device (S5). Then the contents transfer and storage device deciphers the contents received from the contents transfer and control unit by the 1st ciphering system (S6), stores them (S7), and informs the content transfer and control unit of the reception of the contents (S8).
