PROBLEM TO BE SOLVED: To ensure high transmission quality by flexibly facilitating a countermeasure to the variable transmission characteristics of a transmission path. SOLUTION: This device is provided with a decoding means 11 for fetching a reception stream for each encoding block, and for decoding transmission information by operating turbo decoding, a range monitoring means 12 for obtaining distribution of the values of likelihood obtained in the turbo decoding process, and a radix deciding means 13 for deciding radix for reducing the change of the distribution of the values of likelihood obtained as the arithmetic result of the object of a following arithmetic operation to be performed for finishing the turbo decoding for a common encoding block by the decoding means 11 under the obtained distribution. In this case, the decoding means 11 applies radix decided by the radix deciding means 13 to the object of the following arithmetic operation.
