PROBLEM TO BE SOLVED: To provide a cutting and volume reducing device capable of efficiently reducing volume by cutting control rods and fuel channel box by remotely controlling in a storage pool filled with water. SOLUTION: For a spent, long size highly radioactive solid waste 100 (103) to be cut, a hanging tool 25 for transporting and placing underwater the object to be cut, a holding means for holding the axis of the object to be cut transported and placed by the hanging tool 25 vertically or in near state, an isolation means 1 for isolating the object to be cut from surroundings, a vertical cutting means 7 placed inside the isolation means 1 for cutting the object to be cut along the axis and a horizontal cutting means 8 for cutting the object to be cut along the direction of crossing the axis and a recovery means 23 for recovering the cut product produced by those cutting means are provided.
