PROBLEM TO BE SOLVED: To protect a specified area by restricting use of a terminal by switching an operation mode of a mobile terminal by transmitting mode switching information to the specified area by a system information message of a multi-address control channel of a radio cellular communication system. SOLUTION: A base station 1 is provided with a switching information generating circuit 2, to generate information for switching the operation mode of the mobile terminal in a prescribed area for protection of the prescribed area, a transmitter 3 to transmit the mode switching information to be generated by the switching information generating circuit 2 to the prescribed area by using a system information message of the multi-address control channel of a radio communication system and the mode switching information is transmitted from the transmitter 3 via an antenna 5. The mode switching information is transmitted, for example, by a signal based on a radio cellular communication system such as GSM System by the base station 1. Thus, the mobile terminal in the prescribed area is specified, its operation mode is switched and the specified area is protected. Therefore, a different receiving part is not required on the side of the mobile terminal.
