PROBLEM TO BE SOLVED: To minimize congestion, missing of data and a transfer delay or the like without the need for the number of buffers corresponding to the number of reception side and without limiting the number of the reception side by queuing ATM cells outputted from an output terminal and each of 2nd multi- cast control sections and outputting them to a corresponding 2nd line termination section. SOLUTION: An output side VPI/VCI update section selects an output side VPI/VCI by using a received multi-cast ID to reference an output side uni-cast VCC table and sets it to a header of a received ATM cell. The output side VPI/VCI update section outputs a uni-cast ATM cell to an ATM switch 34. The ATM switch 34 conducts cross-connection according to the VPI/VCI of the ATM cell and outputs the uni-cast ATM cell from a corresponding output terminal to uni-cast control sections 44#1 to n in called side line devices 36#1 to n. The ATM switch receives only the unit-cast ATM cells in this way and multi-cast ATM cells are transmitted as a radio signal.
