PROBLEM TO BE SOLVED: To prevent the useless consumption of water when a bathtub is washed by measuring the time elapsed after the bathtub is filled up with hot water at the time of washing the bathtub and making the quantity of supplied washing water larger as the elapsed time becomes longer. SOLUTION: When the water level in a bathtub is higher than a circulating port for three or more minutes (S1), a timer circuit and a counter provided in a controller start to measure the time elapsed and the number of bath-taking persons from the point of time (S2 and S3). When this state continues (S4), the controller, discriminates that the water in the bathtub is obviously discharged, terminates the measurement of the elapsed time A and the number N of bath-taking persons after the bathtub is filled up with the hot water (S5 and S6), and discriminates the dirtiness of the bathtub from these data (S5 and S6). In addition, the controller supplies washing water for washing the bathtub by making the quantity and temperature of the water larger and higher as the elapsed time A becomes longer and the number N becomes larger (S8 and S9).
