PURPOSE: A character inserting device is provided to load a separate color signal component only in a character signal and load the character signal in a video signal, thereby keeping noise from generating around a character and preventing the color signal from being distorted. CONSTITUTION: A character inserting device includes a filter(21), a character generator(22), the first adder(23), and the second adder(26). The filter filters an input video signal to separate a color signal component from the video signal. The character generator generates a character signal. The first adder loads the separated color signal component in the character signal. The second adder loads the character signal in which the color signal component was loaded in the video signal.
