A video TS packet separator extracts a video TS packet (VTSP) from a TS. A PES packet analyzer and a TS packet generator decode the video TS packet, encode again at a predetermined bit rate, and supply the TS packet to an input terminal of a switch. The input terminal of the switch receives a TS packet (UVTSP) other than video from a TS packet buffer. A control section controls the TS packet generator and the switch according to the timing information and PCR from a TS packet timing manager. Sign conversion is thus carried out for a transport stream.
