PROBLEM TO BE SOLVED: To obtain a hydrolyzable paper having a sufficient wet tensile strength in a wet state, usable as an article in a dry form by adding a water-soluble polymer, a specific aromatic compound and a salt to a paper stock. SOLUTION: A paper stock is mixed with 0.1-40 wt.% based on weight of dry paper of a water-soluble polymer such as (hydroxypropyl)methyl cellulose, hydroxyethyle (methyl) cellulose, etc., 0,001-30 wt.% of at least one compound having a benzene ring containing at least two substituted hydroxyl groups such as resorcinol, pyrocatechol, pyrogallol, phloroglucinol, chlorogenic acid, etc., and 0.1-30 wt.% of one or more selected from the group consisting of sodium sulfate, sodium sulfite, potassium sulfate, magnesium sulfate, zinc sulfate, sodium (hydrogen)carbonate, etc., to give a hydrolyzable paper usable as a diaper in a dry state and a wet tissue in a wet state.
