PROBLEM TO BE SOLVED: To obtain the subject composition capable of expressing quick-drying properties with maintaining excellent film properties even when applied on alkali base materials without adding a lower boiling organic solvent by bringing cross-linking functional groups to present in a water soluble ingredient. SOLUTION: The objective water-based resin in which a water soluble component is 1.0-10.0 wt.% based on the whole nonvolatile component, carboxylic group in the water soluble component is 1.0-10.0 wt.% based on the nonvolatile component in the water-soluble component and the acid value of the water soluble component is 50-500 converted on the nonvolatile component is obtained. The composition is obtained by carrying out an emulsion polymerization using 0.5-20 wt.% of a carbonyl group-containing unsaturated monomer and 0.5-5 wt.% of a carboxyl group-containing unsaturated monomer, further preferably 0.1-10 wt.% of a compound having a radically polymerizable unsaturated double bond in a molecule and expressed by formula I or II (R1 and R2 are each OCH3 or C2H5) in radically polymerizable unsaturated monomers. Thus, good storage stability and remarkably rapid drying characteristics are expected.
