PROBLEM TO BE SOLVED: To perform without assistance operation control from a central device including a section where a station device is set by connecting to each other through a low speed transmission line the central device for generally controlling small-scale stations and the station device arranged at each large-scale station so as to control a section between large-scale stations. SOLUTION: An effective diagram of a station device is computed by a diagram processing 4 and transmitted to the diagram DB of the station device through a transmitting processing 6 and a receiving processing 9. At that time, train information on effective diagram is transmitted to all station devices and station information is transmitted only to the applicable station device so that information to be transmitted can be reduced. Since operation information such as revised diagram at the time of rearrangement of operation, a train number present on a railroad line in the section between the station devices and between the central devices, and a signal in the section between the station devices from the central device is few, it is directly transmitted from the central device to the station device and vice versa.
