PROBLEM TO BE SOLVED: To prevent leakage from a driving shaft seal part from outside a pressure vessel and also to prolong the service life of the seal part when performing mixing and chemical reaction of powder or liquid in a pressure vessel by the rotation of a rotating blade. SOLUTION: The outer peripheral part of a pressure vessel wall surface through shaft seal part 5 of a rotary agitating blade driving shaft 4 in a pressure vessel 1 and a driving motor 6 for the driving shaft 4 are connected to and sealed in the pressure vessel 1 by a capsule 8, and control is made by a pressure control means 15 so that the inside of the capsule 8 has a little higher pressure than that of the pressure vessel 1. That is, liquid and powder from the pressure vessel is not moved to the capsule side at the shaft seal part between the pressure vessel and the capsule, and as a result, the contents to be agitated are prevented from leaking out to the outside from the pressure vessel side, and since the material to be agitated does not enter the shaft seal part, the life of the shaft seal part can be prolonged.
