PROBLEM TO BE SOLVED: To absorb all generated sounds and to prevent the propagation thereof to the outside by providing a plurality of hole groups differed in frequency band to be absorbed in a manner facing a toilet internal space. SOLUTION: A perforated sound absorbing plate 1 comprises two first and second hole groups 4, 5 differed in frequency band to be absorbed in the regularly included state. The hole group 4 is designed so that the diameter of each hole 4a constituting the group is large, and the pitch that is the interval dimension is small, and formed in the dispersed state with regular arrangement. On the other hand, the hole group 5 is designed so that the diameter of each hole 5a constituting the group is small, and the pitch is large, and formed in the dispersed state with regular arrangement so that each hole 5a is located between the holes 4a of the first hole group 4. A sound insulating panel 3 having such a structure is constructed on a ceiling 6 or wall enclosing a toilet internal space. According to this, the sounds of high and low frequency bands of the sounds generated in the toilet are absorbed by the effect of the hole groups 4, 5, and the generated sounds can be prevented from being reluctantly propagated to the outside.
