PROBLEM TO BE SOLVED: To restrain the vibration of a building caused by a middle or small earthquake to prevent the breakage of a building skeleton by reinforcing the column and beam of a building unit, mounting an inner wall panel through a mounting plate, and improving the panel rigidity by a reinforcing material. SOLUTION: In a building formed of stacked building units, a building skeleton consisting of steel columns, ceiling beams and floor beams is reinforced with a reinforcing material or reinforcing plate. An inner wall panel 5 is formed of a frame and a surface member, and a mounting plate 32 is fixed to a small column 30 through a wood brick 31, and the frame of the inner wall panel 5 is fixed thereto. A reinforcing material or reinforcing tape having a prescribed strength is mounted on the joint part between the inner wall panels 5 or the internal angle part of the inner wall panel 5 with a ceiling panel or floor panel to reinforce it. According to this, the rigidities of the building skeleton and the inner wall panel 5 are improved to restrain the vibration of the building caused by a middle or small earthquake, and cracking of an interior cloth on the wall surface is prevented. In a large earthquake, the edges of the building skeleton and the inner wall panel 5 can be cut to prevent the breakage of the building skeleton.
