PROBLEM TO BE SOLVED: To attenuate the power of a jet stream regardless of installation conditions. SOLUTION: A water stream led to a device is received by a collision face 22, and bounced by the peripheral sides 23 surrounding the collision face 22, and further, circulated back into the inside by a collar 34. The device has a container-shape housing a primary attenuating part 20 in which a primary outflow opening 25 through which the water stream attenuated thereby is let out to the outside is formed at the peripheral sides 23. The water stream flowing out of the primary attenuating part 20 is received by an obstructive part 36, and made circulatable at the collar 34. Further, the device includes a final attenuating part 30 having a final outflow opening 35 discharging the inside water stream to the outside.
