PROBLEM TO BE SOLVED: To enhance operability. SOLUTION: A turning mechanism 14 is constituted of a gear 21 for turn, a gear mechanism 24 moved along an outer circumferential edge 22 of the gear 21, and a motor bracket 25 for fixing the gear mechanism 24 onto a turning base 13. An idler gear 26 is rotated to move the gear mechanism 24, so as to turn a seat 3 of the turning base 13. A bringing-in part 32 bent to an inner circumferential edge 31 side of the gear 21 is formed in one end of a gear part 23, and a motor guide 34 is provided to guide the gear mechanism 24 to the bringing-in part 32. A claw receiving member 47 having a cut-out part 46 pivoted to a base member 11 to guide a tip part 42 of a turning lock claw 41 to an inner side I or an outer side 0 in response to the motor blacket 25, engaged with a claw part 45 in a condition where the lock claw 41 is guided to the inner side I, and released from the claw part 45 in a condition where the claw 41 is guided to the outer side 0 is provided in the turning base 13.
