PROBLEM TO BE SOLVED: To highly accurately assemble a locking part for synchronizably and rotatably locking a first rotor and a second rotor which are coaxially arranged with ease and improve its assembling ability. SOLUTION: In this adjusting device, at least one end of the shoe of a first rotor 21 in the axial direction opens in the end face in the axial direction, and a plate-shaped locking member 41 is slidably fitted in the engaging groove whose sliding face side opens in relation to a second rotor 24 which can rotate coaxially with and relatively to a case 23, and the second rotor 24 is provided with a locking groove with which the plate like locking member 41 can engage.
