PROBLEM TO BE SOLVED: To obtain a non-woven fabric for packing an agrochemical, consisting of a PVA-based melt blown water soluble non-woven fabric having an excellent water solubility and suitable barrier property. SOLUTION: This non-woven fabric is a melt blown non-woven fabric consisting of a polyvinyl alcohol having 200-500 viscosity-average molecular weight, 90-99.99 mol% saponification degree, 66-99.9 mol% molar fraction of central hydroxyl group of hydroxyl group triad by the triad expression toward the vinyl alcohol unit and 160-230 deg.C melting point, and containing (B) 0.0003-1 pt.wt. alkali metal ion based on (A) 100 pts.wt. polyvinyl alcohol. The breaking strength of the non-woven fabric after immersing it in water at 20 deg.C for 5 min is <=10 g/5 cm, the mean fiber diameter of the fibers constituting the non- woven fabric is <=20μm and its degree of air ventilation is <=100 cc/cm2/sec.
